Homeless Advocacy and Reconnecting Program (HARP)

RTFH HARP Policy

  • The RTFH respects the privacy of all persons.
  • The purpose of the HARP is to confidentially share inquiries with family members who may have accessed shelter services.
  • The RTFH will search the HMIS to see if the missing person has a record on file.
  • The RTFH will not directly contact either relative (Missing or Inquiring).
  • If the missing relative has a record in the HMIS, we will forward the inquiry to the agency that the missing relative may have accessed most recently.
  • If an agency is contacted, and if they have current contact with the missing person, the contacted agency’s policy determines whether they will pass inquiries to missing relatives.
  • The RTFH will not inform the seeking relative with respect to any information that we may have on the missing relative.
  • If the missing relative is contacted, any contact with the inquiring relative is at the missing relative’s discretion.
