Corporate Board of Directors

The Task Force is served by a seven-member Steering Committee and a Board of Directors representing public agencies, private groups, and homeless advocates who share the vision of an end to homelessness in San Diego County.

The Steering Committee meets periodically to review the Task Force's work program and to promote countywide collaborative efforts to address homelessness. Members include the primary sponsoring entities of the Task Force and the Chair and Vice-Chair of the Task Force Board.

The Task Force Board usually meets the third Friday of the month to perform a wide variety of functions and responsibilities in carrying out the leadership of the Task Force.

Rosemary Johnston– PRESIDENT

Program Director, Ecumenical Council of San Diego County

Representing: Ecumenical Council of San Diego County

Rosemary Johnston was named Program Director of the Interfaith Shelter Network in April 1997. She was a founding member of the Network in 1987 and has been active in homeless advocacy for many years.

Rosemary Johnston was also a Board member of the Professional Consultation Committee of the Center for Urban Ministry, the Downtown Partnership Social Action Collaborative, and the statewide Interfaith Coalition for Immigrant Rights.

Her responsibilities include resource development for the Network's two programs: the seasonal Rotational Shelter Program during the winter months at 60 congregational sites around the county; and the El Nido Transitional Living Program for homeless battered women and their children; community relations, recruiting additional congregations; and publishing of the Ecumenical Council of San Diego County's monthly newsletter.

Prior to her current position, Ms. Johnston served as Volunteer Services Program Manager at St Vincent de Paul Village for four years.

Marilyn Cornell is currently a licensed Marriage, and Family Therapist in private practice. From 1969 to 1991 Ms. Cornell served as a Probation Officer for the San Diego County Probation Department.

She has served on the Mayor Homeless Advisory Committee, the homeless sub-committee, the NTC Re-Use committee and has been on the Board of Directors of Homeless Advocates of San Diego Inc. since 1993. She also serves as adjunct faculty at SDSU and oversees the San Diego County Court Certified Domestic Violence Treatment Program.

Mary Case, MSW

Mary Case oversees the Homeless Service Program in San Diego and Nevada for St. Vincent de Paul Village, which shelters a total of 1,100 nightly in 10 facilities that have approximately 250 paid staff. Another 800 beds are provided in 3 facilities for the annual seasonal shelter project.

Ms. Case has developed a comprehensive continuum of short term and long-term transitional housing, permanent housing and an array of rehabilitative social services for homeless families, singles adults, teens, and victims of aids.

A licensed child care, family literacy and on-site school, counseling and chemical dependency programs, complete health services that include a licensed primary care medical clinic, dental and psychiatric services, case management, adult education and employment preparation, are some of the major services offered. Ms. Case also directs a large volunteer program in San Diego and Chaplaincy services.

In addition to her board role on the Regional Task Force, Ms. Case is the past Chair of the MAPPS Coalition (Metropolitan Agency Provider of Social Services), and a past Chair of the Emergency Resources Group.

Victor Kops, Ph.D. is a licensed psychologist and has offices in Hillcrest and Solana Beach; Dr. Kops is Chair of the Social Services Committee of the San Diego Downtown Partnership and is on their Board of Directors.

Dr. Kops serves on the Regional Task Force as the representative for the Partnership. Dr. Kops also writes a bi-monthly advice column for The Carmel Valley News and Op-ed pieces for The San Diego Union-Tribune. Dr. Kops specializes in the treatment of families, adolescents, and substance abuse.


David Siegler

Finance Director, Vietnam Veterans of San Diego

Mr. Siegler first became involved with homeless issues in 1987 when he became Chairman of the House Committee of the Colorado Coalition for the Homeless. After moving to San Diego in 1990, Mr. Siegler performed volunteer work for the San Diego Coalition for the Homeless.

Mr. Siegler has worked at Vietnam Veterans of San Diego for many years. He initially ran VVSD 's program and subsequently became their primary grant winter. During this time VVSD's annual grant budget for helping homeless citizens has grown from less than $1million to approximately $ 4.2 million. With the pending Veteran's Family Program the number of beds that VVSD operates next year will have more than tripled since 1990.

Deborah Lester

Program Manager
Homeless Information System

Deborah Lester was previously Program Manager for the San Diego Inner-City Net, a non-profit project sponsored in part by the Metropolitan Area Advisory Committee (MAAC Project), Pacific Bell and the National Telecommunications and Information Administration (NTIA). As Program Manager she was responsible for many tasks including staff development/ technology training, project reporting and budgeting, proposal writing and collaborating with national and local partners. A major portion of the project involved establishing Community Internet Access Centers in non-profit agencies throughout San Diego. They established 15 Centers and trained over 200 agency staff in the effective use of information technology to meet their client and agency needs. Also, through a partnership with UCSD, the Inner-City Net supported several after school computer learning labs in local community centers and trained Coordinators in appropriate use of the Internet and educational software.

Deborah completed her undergraduate studies in Biochemistry at Cornell University, Ithaca, New York. Since returning to California, she has done graduate work at San Diego State University and University of California San Diego. She has taught Technology/Multimedia courses with the San Diego Unified School District and has been an Information Systems consultant for Technology Integration Group.


Sara McGaughey

Program Administrator/Trainer: Homless Information System

Sara holds a BBA in Computer Information Systems and Accounting from James Madison University. She is preparing to enter a Mastrer's programme in Social Work.


Kiefer Rich

Program Manager

Kiefer recently finished his Masters of Science in Marriage and Family Therapy (MFT) at San Diego State University and is awaiting his intern number. He is currently working on his 100 hour clinical hypnosis certification (one week to go!). He holds a BS in Aerospace Engineering from Boston University.His masters project was on street homeless women of reproductive age in San Diego.


William Liu

William has a B.S. In Computer Engineering Technology from DeVry University.  His work experience includes working at the Post Office and as a Peace Corps Volunteer on a remote island, giving him the perfect resume for a crazy person.


Tiffany Moore

Tiffany recently graduated from CSU San Marcos and majored in Psychology. Additionally, she completed a School Counseling internship at Paloma Elementary.
