ABOUT THE TASK FORCE

 

The community-based process of identifying, assessing, and meeting the housing and service needs of the homeless began about two decades ago in San Diego with the chartering of the Regional Task Force on the Homeless.

 

Sponsored by the City and County of San Diego, the United Way of San Diego County and other local jurisdictions, the Regional Task Force addresses the issue of homelessness on a region-wide basis through statistical research, advocacy, and technical assistance. It also initiates plans and policies to alleviate homelessness.

 

As a group working toward a countywide system of services, the Regional Task Force remains committed to a coordinated approach to homeless problems and provides all service organizations in the region with data reports on homeless counts, locations, beds and services of all types, and gaps in the Continuum of Care.

 

The Regional Task Force meets monthly, with a board of 35 members and various committees representing the City and the County of San Diego, the United Way, local jurisdictions, business and community improvement groups, homeless service providers, and homeless advocates from throughout the region. Since its inception, the Regional Task Force has: developed a centralized system for collecting, analyzing, and disseminating information on homelessness; published plans and special reports on a wide variety of topics relating to the causes, conditions, and responses to homelessness; and assisted homeless agencies and facilities in obtaining public and private funds and non-cash resources. The Task Force is also developing a standardized data collection system for tracking homeless clients under a project recently funded by HUD's Supportive Housing Program.

 

The mission of the Task Force has been to assist local governmental jurisdictions, homeless service providers, and community groups in the development of policies, plans, resources, and programs for reducing homelessness and its accompanying conditions. The Task Force purview of concerns includes outreach, emergency needs, transitional shelter and support services, permanent affordable housing, and the prevention of future homelessness.

 

The Task Force coordinates and collaborates in these various activities through a countywide partnership of public and private groups and individuals. All regions of the County are represented in this partnership: San Diego, South Bay, East County, North County/Inland, and North County/Coastal.
