Stephen Shebloski is the Captain of Neighborhood Policing Division for the San Diego Police Department. The mission of NPD is to enhance the quality of life and safety in San Diego’s neighborhoods in a manner that is compassionate, professional and fair to all by effectively responding to community concerns while also ensuring equal rights and treatment for all. As the Captain of NPD for nearly the past two years, Stephen is tasked with providing leadership and oversight to all of SDPD’s Neighborhood Enforcement, Homeless Outreach and Intervention Services Teams. In that time, NPD has streamlined their patrol and overtime operations to better align with the needs of the public, doubled the size of their Homeless Outreach Teams, and significantly expanded the Intervention Services team from a single officer to a full squad of officers. Upon completing the Academy and phase training, every new officer on the San Diego Police Department comes through Neighborhood Policing Division for three months. During that time, they receive on the job training and gain valuable experience on how to solve problems and enforce laws related to homelessness in a compassionate yet firm manner and how to interact with members of the homeless community in a professional and positive way. The result has been a two-year reduction in homelessness in the City of San Diego, significant reduction in fiscal expenses to the city and improved response times to complaints as officers deliver police services in a more effective and efficient manner.
