What is Diversion?

Diversion is a problem-solving approach that helps individuals and families experiencing a housing crisis identify safe, alternative housing options—without entering the homeless shelter system.

With limited housing resources available, Diversion focuses on helping people quickly resolve their situation using immediate, practical solutions and existing supports.

This flexible, person-centered approach may include:

  • Housing search and placement support
  • Security deposits
  • Temporary rental assistance (including rent arrears)
  • Application fees
  • Utility assistance
  • Short-term case management

By helping people remain housed or return to housing quickly, Diversion reduces the trauma of homelessness and ensures resources are available for those with the highest needs.

Diversion in San Diego

Diversion is a key strategy within San Diego’s homeless response system. It is implemented by trained staff across shelters, outreach teams, day centers, health centers, and service providers, as well as partners such as the San Diego Housing Commission and the County of San Diego.

Because every housing crisis is different, Diversion in San Diego is tailored to each individual or family. Staff work collaboratively with clients to identify strengths, explore immediate housing options, and develop safe, sustainable solutions.

This approach helps:

  • Prevent entry into the shelter system
  • Keep individuals and families connected to their communities
  • Preserve limited shelter resources for those with the highest needs

Since 2018, RTFH has invested in Diversion and Housing Problem-Solving—a proven practice to quickly resolve housing crises.

Diversion Training

The Regional Task Force on Homelessness (RTFH) supports the implementation of Diversion across San Diego through training and capacity building.

In 2018, RTFH partnered with Ed Boyte and the Cleveland Mediation Center (CMC) to train local providers in Diversion strategies. This training uses a train-the-trainer model, ensuring consistent and ongoing learning across the region.

In 2021, RTFH expanded this effort to develop a Diversion training program tailored specifically to San Diego County.

Participants include staff from:

  • Shelters
  • Outreach teams
  • Day centers
  • Health centers
  • Service providers
  • San Diego Housing Commission
  • County of San Diego

Training focuses on building key skills such as:

  • Mediation and negotiation
  • Conflict resolution
  • Active listening
  • Strengths-based problem solving
