RTFH is looking for faith-based organizations, nonprofit organizations, states, local government, instrumentalities of state and local governments, Indian Tribes, and TDHEs [as defined in section 4 of the Native American Housing Assistance and Self-Determination Act of 1996 (25 U.S.C. 4103) (TDHEs)]. Public housing agencies, as such term is defined in 24 CFR 5.100, are eligible without limitation or exclusion. See NOFO for more details.

Pending HUD’s release of the 2026 Grant Inventory Worksheet. All 2025 renewal projects have been awarded and should be eligible to renew.
$4,040,000,000. Of this amount, HUD is making available at least $52,000,000 for new DV restricted projects.
Set aside of $1,300,000,000 for new projects with a priority for Transitional Housing and Supportive Service Only projects.
Estimated Number of Awards:
HUD estimates to award around 7,000 with the available funding authorized under the Consolidated Appropriations Act, 2026 (Public Law 119-75)
For this federal funding opportunity, RTFH serves as the HUD-designated Collaborative Applicant. On behalf of the San Diego City and County Continuum of Care (CA-601), RTFH is responsible for the solicitation and administration of a local competition process. This includes receiving and evaluating all project applications, both renewal and new, according to the parameters of the Fiscal Year 2026 CoC NOFO.
RTFH uses Dropbox to manage the local application process created specifically for this funding opportunity. As part of the preliminary intent process, RTFH has collected staff names who will need access to Dropbox.

We anticipate that HUD will release the FY 2026 CoC Program Award Announcement in December 2026, per the Consolidated Appropriations Act, 2026, and the FY 2026 CoC NOFO.

The HUD Office of Special Needs Assistance Programs (OSNAP) emails the CoC Quarterly Spending Report directly to Continuum of Care (CoC) Program Collaborative Applicants. HUD strongly encourages CoC Collaborative Applicants to share this report with grant recipients, CoC members, and other interested parties. These reports only include CoC Program grants that are available for expenditure drawdowns or grants that have expired in the previous 3 years. As of 2026, RTFH will begin to publicly share these reports on the RTFH website.
