Notice of Funding Opportunity (NOFO)
The HUD Notice of Funding Opportunity (NOFO) establishes the funding criteria for the Continuum of Care (CoC) program. NOFO (formerly referred to as the NOFA) is a notice published each year for HUD’s Discretionary Funding Programs.
On July 31, 2024, HUD released the Notice of Funding Opportunity (NOFO) for Fiscal Years 2024 and 2025 Continuum of Care Competition and Renewal or Replacement of Youth Homeless Demonstration Program (YHDP) Grants with a submission due date of October 30, 2024. As the CoC Collaborative applicant, RTFH is responsible for the design, operation, and execution of a local collaborative application process. If you are a renewal applicant or a new applicant who is interested in applying for CoC funds under this NOFO, please review this page for all local requirements, policies, due dates, and updates regarding the HUD CoC Program Competition.

Each year the U.S. Department of Housing and Urban Development (HUD) issues a Notice of Funding Opportunity (NOFO) for federal funding under the Continuum of Care program. As the CoC Collaborative applicant, RTFH is responsible for the design, operation, and execution of a local collaborative application process. On July 5, 2023 the U.S. Department of Housing and Urban Development (HUD) released the Notice of Funding Opportunity (NOFO) for Fiscal Year (FY) 2023 Continuum of Care Competition and Renewal or Replacement of Youth Homeless Demonstration Program Grants. For FY 2022 HUD has released a Notice of Funding Opportunity for two competitions:
One for the standard CoC Program Competition (2022 HUD COC NOFO), and there is also a Special NOFO known as the Supplemental NOFO to Address Unsheltered and Rural Homelessness (2022 Unsheltered and Rural Homelessness Supplemental NOFO).

HUD has released a Special NOFO to Address Unsheltered and Rural Homelessness (Special NOFO) to target efforts to reduce unsheltered homelessness, particularly in communities with very high levels of unsheltered homelessness and homelessness in rural areas. Through this Special NOFO, HUD will award funding to communities to implement coordinated approaches — grounded in Housing First and public health principles — to reduce the prevalence of unsheltered homelessness, and improve services engagement, health outcomes, and housing stability among highly vulnerable unsheltered individuals and families. The Supplemental Competition to Address Unsheltered and Rural Homelessness for 2022 was released on June 22, 2022.

2020 HUD CoC NOFO
On January 29, 2021, HUD awarded $2.5 billion to renew support to thousands of local homeless assistance programs across the nation. HUD’s Continuum of Care (CoC) grants will provide critically needed support to 6,597 local programs on the front lines of serving individuals and families experiencing homelessness.
Due to the pandemic, the funding announced renews grants for existing programs. This process was dramatically streamlined because communities have been, and will continue to be, consumed with COVID-19 response and have limited capacity to participate in the traditional CoC competition.

Note: Per HUD, this list includes both the individual component projects and the consolidated projects. If the consolidated projects are approved by HUD, the component projects will be removed from the list and the rank order shifted upward accordingly.

A CoC Application Workshop will be held Wednesday, July 25th, 2018 from 10:00 am – 11:30 am at the 2-1-1 Connections Center, which is located at 3860 Calle Fortunada, Suite 101, San Diego, CA 92123 (Rooms 113/114).

FAQ documents will be released weekly summarizing answers to frequently asked questions about the NOFA.
Please note as promised by the Rating and Ranking Committee at the May 31st Special Meeting, final APRs Reports will be run starting on June 27th. The period of data being pulled is October 31, 2016 – September 30th, 2017. Please make sure your data is updated and correct.
If you are planning to apply for 2018 HUD CoC funds, please make sure that you are registered with the federal SAMs and DUNs systems. SAMs has a new process in place, which is requiring more time, and you could experience long delays with new registration or updating annual registration. It is advised that you start on the processes now to ensure your registration is complete by the CoC deadlines.

Please be advised that SAMs has a new process, which is taking a very lengthy time to process and could effect your agency in applying for the 2018 HUD CoC NOFA, if not completed by the CoCs deadline.
If you have an UPDATE or are NEW to SAMs a notarized letter is required and will be taken in order received by SAMs. Please also check to see that your SAMs will not be expiring during this competition period.
This process can be very time consuming, and could potentially take several weeks. Please make sure that if you have not already started this process that you do right away.
SAMs is updating their process, and the CoC San Diego due date of proof of submission to SAMs is due to the CoC DROPBOX by June 29, 2018.
In addition, SAMs may require you to update your registration login process effective June 29, 2018.
Please read the following notice, and submit a screen shot, download, or a document of proof of an updated or active SAM’s registration for your organization to the dropbox folder by June 29, 2018.
