On Friday, January 9, 2025, HUD opened the FY 2024 – FY 2025 Continuum of Care Competition and Renewal or Replacement of Youth Homeless Demonstration Program grants NOFO (FY24-25 CoC NOFO) with an application submission deadline of February 9, 2026, at 8:00 PM ET.

Projects that were awarded FY 2024 funds and are not being reallocated or replaced by the CoC may be eligible for selection for FY 2025 funds using their FY 2024 application submission and are not required to apply for renewal for FY 2025 funds (I.B.2.c).

For all other projects, in accordance with the FY24-25 NOFO, e-snaps is available to receive:

  • Applications for eligible renewal projects with an expiration date in CY 2026 that were not awarded in FY24;
  • Applications for new projects created through CoC and/or DV reallocation or YHDP replacement, (see NOFO I.B.2.b(24) and III.B.4.a.(3) and (5) and I.A.3.d.(2));
  • Applications for YHDP Projects that expire in CY 2026 to renew, if not awarded in FY 2024, or replace those projects, as provided under I.A.3.d,(2);
  • FY 2025 Project Listing that includes all projects approved by the CoC to apply for FY 2025 funding (see I.B.2.c). CoCs are required to submit a FY 2025 CoC Priority Listing if they are submitting applications for eligible CoC or YHDP renewal projects that were not awarded FY 2024 funding or new projects created through CoC, DV Reallocation, or YHDP Reallocation under YHDP Replacement (IV.E.3.c). If a CoC is not submitting applications described in the bullets above for FY 2025 CoC and YHDP funding, the CoC is not required to submit a FY 2025 CoC Priority Listing (IV.G.3).

Please note that for the FY2024-FY2025 CoC NOFO, recipients will not need to submit a Consolidated CoC Application, so that will not be available in e-snaps for this funding opportunity.

FAQ’s: FY2025 CoC NOFO Updates, January 2026

On Friday, December 19, the federal judge overseeing the lawsuit filed by several states, local governments, and nonprofit partners regarding the HUD 2025 NOFO granted preliminary injunctions. This action restores the two-year FY24–25 NOFO and blocks HUD from implementing the FY25 CoC Program Competition issued on November 13. We want to stress that this is NOT a final ruling. It is one procedural step in an ongoing legal process. More guidance is expected next week, and we are monitoring developments closely.

Late this same night, HUD published a revised FY2025 NOFO for public review. HUD has stated that, because of the injunction, it will not implement or enforce this revised NOFO pending further court direction and will issue additional clarification before reopening any application portal.

Initial review shows the revised NOFO appears largely unchanged:

    • HUD’s national priorities and our anticipated local award remain the same

    • HUD’s focus on new transitional housing and services-only projects is unchanged

    • 30% caps still apply (Tier 1 projects and permanent housing renewals)

    • Eligible applicant types remain broad

    • The projected application deadline has shifted to January 28, 2026 and HUD has introduced an additional track intended to support new permanent housing proposals

There is nothing new you need to do at this time. Locally, we continued our planned application process. The ranking, scoring, and notification timeline is still paused. The NOFO Review Committee will meet in early January to discuss these developments and determine next steps.

Because this situation continues to evolve, we will share updates as they become available and will post key information on this page.

FY 2024 – FY 2025 Local Competition Deadline for All CoC Projects

The HUD Notice of Funding Opportunity (NOFO) establishes the funding criteria for the Continuum of Care (CoC) program. NOFO (formerly referred to as the NOFA) is a notice published each year for HUD’s Discretionary Funding Programs.

On July 31, 2024, HUD released the Notice of Funding Opportunity (NOFO) for Fiscal Years 2024 and 2025 Continuum of Care Competition and Renewal or Replacement of Youth Homeless Demonstration Program (YHDP) Grants with a submission due date of October 30, 2024.  As the CoC Collaborative applicant, RTFH is responsible for the design, operation, and execution of a local collaborative application process.
