Youth Homeless Demonstration Program (YHDP) Round 8 Awardees

The Youth Homelessness Demonstration Program (YHDP) is a national initiative supported by the U.S. Department of Housing and Urban Development (HUD) to serve communities in developing coordinated strategies to prevent and end homelessness among youth and young adults aged 14 to 24.

In October 2024, the San Diego Continuum of Care (CoC), led by the Regional Task Force on Homelessness (RTFH), was awarded $9.75 million through YHDP Round 8—the largest award in California and the second round of funding for San Diego. This funding is being used to create youth-led solutions with local partners and young people with lived expertise of homelessness.

Each application was reviewed by an independent review committee that included youth with lived experience. Applications were ranked according to the scoring rubric for this RFP. The highest-scoring projects were selected. The application scoring rubric was included in Appendix 3 of the RFP instructions.

The agencies below have been selected as the youth providers to serve YHDP Round 8 grants.

The HUD COC Y, formerly known as YHDP, awarded in conjunction with the region’s Coordinated Community Plan (CCP), will move the CoC forward in creating appropriate system capacity and full implementation of a youth coordinated entry system to identify and quickly link all homeless youth to tailored and scaled housing and services.

RTFH SuperNOFO (SNOFO)

On October 2, 2023, RTFH issued a Super Notice of Opportunity (Super NOFO, aka SNOFO) that identified $9.1M of Homeless Housing Assistance and Prevention Program (HHAP) and $4.5M of Bezos Day 1 Family Funds available to the community. RTFH identified eligible activities of the funding and priorities grounded in the Regional Community Action Plan to Prevent and Homelessness in San Diego, with the overall goal to fund projects that align with the Regional Plan and focus on access and movement toward housing for people experiencing homelessness; housing retention to reduce returns to homelessness; centering the voices of people with lived or living experience. RTFH received applications that exceeded the available funding and initiated an extensive process of meeting with applicants to review their proposals in an effort to fund as many projects as possible. Although not all projects were eligible or funded, we received overwhelming feedback that applicants appreciated the opportunity to meet with RTFH to further discuss their proposals. RTFH would like to express our deep appreciation for the time and dedication of everyone. These engaged conversations resulted in some exciting projects with the La Jolla Band of Luiseño Indians and a Shared Housing Collaborative with the City of La Mesa, the City of Vista, and Townspeople.

RTFH has awarded 28 contracts, totaling $9,834,359.46which includes 6 youth specific programs and 2 projects dedicated to people with lived or living experience. RTFH is also funding 16 providers with Resolution Strategies to assist in rapidly rehousing people experiencing homelessness, who have the means to return to permanent housing and be diverted from the homeless response system.
