Youth Homelessness Demonstration Program (YHDP)

The Youth Homelessness Demonstration Program (YHDP) is a federally funded initiative administered by the U.S. Department of Housing and Urban Development (HUD) to support rural, suburban, and urban communities in developing and implementing a coordinated community approach to preventing and ending youth homelessness.

RTFH was awarded YHDP funding under Round 2 and Round 8 competitions. During each 2-year demonstration period, RTFH subrecipients will expand on services provided to youth experiencing homelessness, including unaccompanied, pregnant, and parenting youth.

As part of the Youth Homelessness Demonstration Program, the Regional Task Force on Homelessness (RTFH) and its partners—including the Youth Action Board (YAB), youth service providers, and local government—created San Diego’s Coordinated Community Plan to End Youth Homelessness (CCP). In 2025, the CCP was updated to reflect the YHDP Round 8 award, addressing current system needs, the revised governance structure, and a unified vision, mission, and goals, with endorsement from the YAB and community partners.
