Rebecca Nussbaum

Rebecca Nussbaum is the Chief Program Officer at Community Resource Center (CRC), where she oversees a diverse portfolio of programs focused on homelessness prevention and housing, domestic violence services, behavioral health, and food and nutrition security throughout North County San Diego. Rebecca has dedicated nearly two decades to CRC, beginning her career with the organization as a domestic violence shelter case manager and advancing through progressive leadership roles to her current position on the executive leadership team.

Rebecca holds a Master’s degree in Nonprofit Leadership and Management from the University of San Diego and brings extensive experience in program development, grant administration, strategic planning, and systems collaboration. She has led the expansion and implementation of multiple housing and supportive service initiatives, including rapid rehousing, homelessness prevention, encampment resolution, trauma recovery, and victim services programming. Her work is grounded in a client-centered, housing-first approach that emphasizes dignity, accessibility, and sustainable community impact.

In her role as Chief Program Officer, Rebecca collaborates closely with local jurisdictions, regional partners, and funders to strengthen coordinated responses to homelessness, trauma, food insecurity, and economic instability throughout San Diego County. She has played an active role in regional planning efforts and cross-sector collaborations, serves on the Steering Committee for the San Diego Domestic Violence Council, and was appointed to serve on the San Diego Continuum of Care Board in 2026.

Rebecca is deeply committed to building compassionate systems of care that ensure community members are safe, seen, and valued. Outside of her professional work, she enjoys spending time with her family and contributing to community-centered activities throughout North County San Diego.
