The Continuum of Care’s Governance Charter is updated on an annual basis, as required by HUD.  The link to the proposed 2026 Governance Charter is below, as well as a summary matrix of the proposed changes. Public comments will be open until close of business on 3/20/26. Input on the Charter should be sent to cocsandiego@rtfhsd.org.

Please note – input is being solicited for the Charter itself. The Continuum of Care’s Board approves the Board Policies contained in Appendix G, and they are not open to the public input process.
