The Continuum of Care (CoC) Program [24 CFR part 578] is designed to promote a community-wide commitment to the goal of ending homelessness; to provide funding for efforts by nonprofit providers, States, Indian Tribes or Tribally Designated Housing Entities [as defined in section 4 of the Native American Housing Assistance and Self-Determination Act of 1996 (25 U.S.C. 4103) (TDHEs)], and local governments to quickly rehouse homeless individuals, families, persons fleeing domestic violence, dating violence, sexual assault, and stalking, and youth while minimizing the trauma and dislocation caused by homelessness; to promote access to and effective utilization of mainstream programs by homeless individuals and families, and to optimize self-sufficiency among those experiencing homelessness.
RTFH, as the designated Collaborative Applicant for the San Diego City and County CoC (CA-601), is tasked with completing the CoC Registration process, submitting the CoC Consolidated Application (which consists of the CoC Application and CoC Priority Listing), and applying for CoC planning funds on behalf of the CoC during the CoC Program Competition. When published by HUD, the CoC Notice of Funding Opportunity (NOFO) will notify potential applicants of funding availability, funding restrictions, and submission requirements. As part of the application process, RTFH will conduct a local application process to solicit, review, accept, and prioritize project applications. San Diego City and County CoC Competition Award Reports (including match)
The Youth Homelessness Demonstration Program (YHDP) is a federally funded initiative administered by the U.S. Department of Housing and Urban Development (HUD) to support rural, suburban, and urban communities in developing and implementing a coordinated community approach to preventing and ending youth homelessness.
YHDP 2018 Award
In July 2018, RTFH was initially awarded $7.94 million to support the implementation of rapid rehousing, transitional housing, housing navigation, and host home programs for youth households to be delivered by selected subrecipients through a local application process. Following the initial two-year demonstration period, RTFH successfully renewed funding through the Continuum of Care (CoC) Program Competition. YHDP 2024 Award
On June 6, 2024, RTFH became eligible to apply for additional Youth Homelessness Demonstration program (YHDP) funds under the FY 2023 YHDP Notice of Funding Opportunity (NOFO). In November of 2024, RTFH was awarded nearly $10 million from the U.S. Department of Housing and Urban Development to help prevent and eliminate youth homelessness across the region. Funding will be used to fund new housing options and related services for youth households.
