CoC Membership

The CoC garners community-wide commitment to ending and preventing homelessness by engaging stakeholders in all parts of the Region. In addition to the entities identified in the HEARTH Act as required to participate in the CoC, the Full Membership includes a variety of community partners to the extent they are invested in ending homelessness and reside in the region.

Who Participates in the CoC?

Various stakeholders play a vital role in the San Diego Continuum of Care (CoC). Participants include local government, law enforcement, health service organizations, public housing authorities, federal partners, workforce development agencies, nonprofit and private organizations, private foundations, and individuals with lived experience.

To ensure diverse and representative leadership, the CoC Governance Advisory Committee (GAC) reviews Board membership applications and recommends a slate of members to the CoC Board and Full Membership in accordance with the CoC Governance Charter.

Organizations and individuals who are committed to preventing and ending homelessness in the San Diego region are encouraged to participate in the CoC.

Responsibilities of Full Membership

The Full Membership is responsible for:

 

  • Promote, support, and implement strategic initiatives and activities that align with the Regional Community Action Plan to Prevent and End Homelessness in San Diego;
  • Establish a Board to act on behalf of the CoC. The Board must be representative of the

relevant organizations and projects serving homeless sub-populations, and include at least two individuals currently experiencing homelessness or who have experienced homelessness;

  • Adopt and follow a written process for the selection of Board Members and review this process at least once every five years;
  • Elect Homeless Service Provider seats and ratify a full slate of Board members annually;
  • Participate in Standing and Ad-Hoc Board Committees;
  • Follow and annually ratify a Governance Charter;
  • Attend meetings of the FM, with published agendas, at least twice per year, and an annual meeting;
  • Facilitate the sharing of provider expertise and intervention strategies through Learning Collaboratives, as needed; and
  • Inform and support the development of regional plans and strategies.

Please note that voting memberships are not considered active until payment has been received. Annual fee waivers are available for individuals who are currently or formerly experiencing homelessness, as well as in other cases approved by the Governance Board.

Membership Types

Memberships may include individuals, agencies, or departments within a political subdivision that provide services or support efforts aligned with the CoC’s mission. Organizations with multiple representatives are considered a single member.

  • Individual Members: Individual membership is open to anyone interested in and committed to ending homelessness, including people with lived experience, students, educators, and community members. These members support efforts to improve the quality and effectiveness of services for people experiencing homelessness.
  • Organization Members: Organizational membership is available to public, private, nonprofit, and for-profit entities that support the CoC’s mission. Each organization may designate up to three (3) representatives annually; however, only one vote is permitted per organization.

Membership Fees:

  • $50 Individual members
  • $100 Organizational members

Manage Your Membership

In October 2023, RTFH launched its new CoC Membership portal to assist with the management of memberships. If you are a current CoC Member, your membership can be managed via our CoC Membership portal. Members who applied for membership with voting rights can pay their annual dues via the membership portal. Please ensure you have completed the user account setup process required to access the portal.

Current CoC Full Membership

CoC Full Members include organizations and individuals who have paid their annual membership dues or have received an approved fee waiver in accordance with the CoC Governance Charter.

An active member is defined as an individual or an organizational representative whose membership dues are current. Active Full Members who meet minimum participation requirements are eligible to vote electronically to elect service provider representatives to fill vacant Board seats and to ratify the Board-approved slate each year.
