The CoC garners community-wide commitment to ending and preventing homelessness by engaging stakeholders in all parts of the Region. In addition to the entities identified in the HEARTH Act as required to participate in the CoC, the Full Membership includes a variety of community partners to the extent they are invested in ending homelessness and reside in the region.
Various stakeholders play a vital role in the San Diego Continuum of Care (CoC). Participants include local government, law enforcement, health service organizations, public housing authorities, federal partners, workforce development agencies, nonprofit and private organizations, private foundations, and individuals with lived experience.
To ensure diverse and representative leadership, the CoC Governance Advisory Committee (GAC) reviews Board membership applications and recommends a slate of members to the CoC Board and Full Membership in accordance with the CoC Governance Charter.
Organizations and individuals who are committed to preventing and ending homelessness in the San Diego region are encouraged to participate in the CoC.

The Full Membership is responsible for:
relevant organizations and projects serving homeless sub-populations, and include at least two individuals currently experiencing homelessness or who have experienced homelessness;
Membership is open to organizations and individuals who support the CoC mission. To apply, click “Apply Now” to submit your application.
Please note that voting memberships are not considered active until payment has been received. Annual fee waivers are available for individuals who are currently or formerly experiencing homelessness, as well as in other cases approved by the Governance Board.
Membership Types
Memberships may include individuals, agencies, or departments within a political subdivision that provide services or support efforts aligned with the CoC’s mission. Organizations with multiple representatives are considered a single member.

In October 2023, RTFH launched its new CoC Membership portal to assist with the management of memberships. If you are a current CoC Member, your membership can be managed via our CoC Membership portal. Members who applied for membership with voting rights can pay their annual dues via the membership portal. Please ensure you have completed the user account setup process required to access the portal.

CoC Full Members include organizations and individuals who have paid their annual membership dues or have received an approved fee waiver in accordance with the CoC Governance Charter.
An active member is defined as an individual or an organizational representative whose membership dues are current. Active Full Members who meet minimum participation requirements are eligible to vote electronically to elect service provider representatives to fill vacant Board seats and to ratify the Board-approved slate each year.
