The Regional Task Force on the Homeless (RTFH) is responsible for coordinating the efforts to address homelessness, including unsheltered homelessness, across multiple sectors including local, state, and federal government agencies, non-profits, healthcare, philanthropy, education, and business leaders. Key stakeholders throughout the region are already making significant progress in coordinating outreach efforts to address unsheltered homelessness including those living in encampments.

During the May 16th Board Meeting of the Regional Task Force on the Homeless, the Board of Directors authorized the next steps through the release of draft policy guidance and the opening of a public comment period. It is the intent of this policy to provide guidance on a shared vision and approach for the region for addressing the needs of unsheltered persons including those residing in homeless encampments.

Next Steps

  • 90 day comment period to enhance draft policy guidelines. Public Comment period to open June 1, 2019
    • HUD TA Unsheltered team to assist with gathering additional input specifically from:
      • those with lived experience
      • outreach professionals
      • homeless services providers
    • Draft policy to be introduced to the RTFH Intergovernmental Committee on May 30 for initial feedback and input
    • Public panel discussion with Iain De Jong on outreach and encampments in July
  • Incorporate all feedback with HUD TA assistance and present final draft to RTFH board in September with accompanying implementation guidelines for discussion and adoption. Adopted policy will be included in the Community Standards
  • Engage municipalities in adopting policy guidance and incorporating into other policies and protocols
  • Collaborative approach to implement policy guidelines across the region

Survey to Collect Input on Outreach Policy

We encourage you to attend a community meeting (check back later for scheduled meetings) to share your thoughts about the Outreach Policy.
This online survey is another opportunity to provide input on the Outreach Policy. Specifically, we hope to hear whether this is the right outreach approach for the San Diego area, whether there are gaps within the Outreach Policy, and what unintended consequences you foresee, as well as how you recommend we address those. We appreciate your input on the Outreach Policy.
