Eligibility Verification
In this section, you will find resources for drafting policies that comply with federal regulations under 24 CFR 578 for the Continuum of Care Program and information regarding the CoC grant cycle and administration of CoC Program funds.
Establishing 24 CFR 578 Policy
The CoC has drafted policy language and is available for use by the CoC program for adoption if no such policy is in place to comply with CoC requirements. Policies have been drafted based on the Code of Federal Regulations for CoC programs (24 CFR 578).

CoC Part 58 Resources
CoC Part 58 guidance for recipients of HUD assistance and other responsible entities for conducting an environmental review for a particular project or activity. The Part 58 resources should be used when a Responsible Entity (unit of general local government) is responsible for completing the environmental review.
CoC Part 50 Resources
The Part 50 resources should be used when a CoC is unable to work with a Responsible Entity, resulting in HUD completing the environmental review under 24 CFR Part 50, or when HUD is completing a state-wide review for Tenant-Based Rental Assistance or Tenant-Based Leasing.
