The HHAP funding is a block grant program designed to provide jurisdictions with one-time grant funds to support regional coordination and expand or develop local capacity to address their immediate homelessness challenges. Spending must be informed by a best-practices framework focused on moving homeless individuals and families into permanent housing and supporting the efforts of those individuals and families to maintain their permanent housing.
RTFH is required to submit monthly and annual HHAP expenditure and performance reports to the California Department of Housing and Community Development (HCD). These reports are available through the State’s HHAP Dashboard and public reporting portal.
The State dashboard provides a high-level overview of total funds awarded and expended by jurisdiction.
Because HHAP funding includes multi-year spending periods, set-asides, performance milestones, and evolving state requirements, RTFH is currently developing enhanced local dashboards that provide additional context about how funds are obligated, contracted, and invested to drive housing outcomes in San Diego County.
These local dashboards are under development and will be published on this page once finalized.

The goal of HHAP 6 is to prevent and quickly reduce unsheltered homelessness across California.

Category 1: Permanent Housing Solutions
Prevent or serve those experiencing unsheltered homelessness, including people from encampments.
Category 2: Homelessness Prevention Activities including people from encampments.

Category 3: Interim Housing Solutions
Provide temporary housing for those experiencing homelessness.
Category 4: Non-Housing Solutions
Support services and infrastructure for people experiencing unsheltered homelessness.
Youth Set Aside (10%)
Administrative Costs (up to 7% of allocation):funds will be used to support the administration of grant related activities
HMIS Costs (up to 1% of allocation): funds will use 1% of the awarded amount to support the administration of HMIS
