The HUD Notice of Funding Opportunity (NOFO) establishes the funding criteria for the Continuum of Care (CoC) program. NOFO (formerly referred to as the NOFA) is a notice published each year for HUD’s Discretionary Funding Programs.
FY 2025 CoC Program Registration Update
On April 10, 2025, HUD released the following information to the public.
“As authorized by the CoC Program Registration Notice – CPD-22-02, HUD is currently completing the Fiscal Year (FY) 2025 Registration process on behalf of all existing CoCs by bringing forward CoC Program Registrations and Unified Funding Agency (UFA) Applications approved by HUD during the FY 2024 CoC Program Registration process. CoCs designated as UFAs by HUD in FY 2024 will maintain their UFA designation for the FY 2025 Funding Year. Unfortunately, HUD will not solicit applications for any new UFA or HPC designations for FY 2025.
HUD will work with CoCs directly should revisions to the geographic service areas previously selected during the registration process are required.
Additionally, prior to the FY 2025 Registration process officially closing, Collaborative Applicants will have the opportunity to review the Registration information submitted by HUD during the CoC Review Step. Collaborative Applicants that choose to complete the CoC Review Step must confirm and approve or request corrections to the HUD-submitted Registration by the CoC Review deadline.
HUD will issue a listserv message with a designated timeframe to complete the review process once the CoC Review Step becomes available. CoC Reviews are optional; therefore, CoC Reviews that aren’t completed within the designated timeframe provided in the listserv message will be marked as approved and final.”
Once the CoC Program Registration process has been completed, CoCs will await notice from HUD as to the next steps for FY 2025 CoC Program funding.

On July 31, 2024, HUD released the Notice of Funding Opportunity (NOFO) for Fiscal Years 2024 and 2025 Continuum of Care Competition and Renewal or Replacement of Youth Homeless Demonstration Program (YHDP) Grants with a submission due date of October 30, 2024. As the CoC Collaborative applicant, RTFH is responsible for the design, operation, and execution of a local collaborative application process.
