RTFH Grants and Contracts are managed through ZoomGrantsTM for subgrantees of all funding types managed by the RTFH for the HUD CoC NOFO Program, the Homeless Housing, Assistance and Prevention Grant Program (HHAP), and Initiatives.
Overview of YHDP Round 8
The YHDP is funded by Congress and aims to showcase how a holistic approach to serving homeless youth can significantly reduce homelessness. According to HUD, “The goal of the Youth Homeless Demonstration Program (YHDP) is to support selected communities in the development and implementation of a coordinated community approach to preventing and ending youth homelessness. This community planning approach supports the foundations outlined and will guide communities in designing solutions that match the needs in their community and sharing that experience with and mobilizing communities around the country toward the same end.
The demonstration has seven primary objectives: Prevent and End Youth Homelessness, Build national momentum, Promote inclusivity in the delivery and outcomes of homeless assistance, Highlight the importance of youth leadership, Evaluate the coordinated community approach, Expand capacity, Evaluate performance measures, Establish a framework for Federal program and Technical Assistance (TA) provider collaboration.
The population to be served by this demonstration program is youth experiencing homelessness, aged 24 and under, including unaccompanied youth and pregnant or parenting youth who are experiencing homelessness.
San Diego YHDP Round 8 Local Competition
RTFH and the Youth Action Board (YAB) are excited to announce the local competition to allocate funding from the FY23 YHDP Award. The initial grant term for funded projects will be for 2 years. After that, all YHDP funds supporting community projects are renewed via the regular CoC Competition.

On October 2, 2023, RTFH issued a Super Notice of Opportunity (Super NOFO, aka SNOFO) that identified $9.1M of Homeless Housing Assistance and Prevention Program (HHAP) and $4.5M of Bezos Day 1 Family Funds available to the community. RTFH identified eligible activities of the funding and priorities grounded in the Regional Community Action Plan to Prevent and Homelessness in San Diego, with the overall goal to fund projects that align with the Regional Plan and focus on access and movement toward housing for people experiencing homelessness; housing retention to reduce returns to homelessness; centering the voices of people with lived or living experience. RTFH received applications that exceeded the available funding and initiated an extensive process of meeting with applicants to review their proposals in an effort to fund as many projects as possible. Although not all projects were eligible or funded, we received overwhelming feedback that applicants appreciated the opportunity to meet with RTFH to further discuss their proposals. RTFH would like to express our deep appreciation for the time and dedication of everyone. These engaged conversations resulted in some exciting projects with the La Jolla Band of Luiseño Indians and a Shared Housing Collaborative with the City of La Mesa, the City of Vista, and Townspeople.
RTFH has awarded 28 contracts, totaling $9,834,359.46, which includes 6 youth specific programs and 2 projects dedicated to people with lived or living experience. RTFH is also funding 16 providers with Resolution Strategies to assist in rapidly rehousing people experiencing homelessness, who have the means to return to permanent housing and be diverted from the homeless response system.
