RTFH Grants and Contracts are managed through ZoomGrantsTM for subrecipients of all funding types managed by the RTFH for the HUD CoC NOFO Program, the Homeless Housing, Assistance and Prevention Grant Program (HHAP), and Initiatives.
HHAP Strategic Investment Request for Proposals (RFP)
Applications are now being accepted for the HHAP Strategic Investment Request for Proposals (RFP). This RFP reflects the strategic direction established through the regional HHAP Coordinated Plan approved by the State of California Housing and Community Development (HCD). It is informed by community engagement, system performance data, and ongoing collaboration with regional partners, including the City of San Diego and the County of San Diego. The RFP reflects a commitment to investing HHAP resources in strategies that maximize housing outcomes, contribute to one or more California System Performance Measures (CA SPMs), and strengthen the regional homelessness response system.

HUD CoC Y Subrecipients
The HUD COC Y, formerly known as YHDP, awarded in conjunction with the region’s Coordinated Community Plan (CCP), will move the CoC forward in creating appropriate system capacity and full implementation of a youth coordinated entry system to identify and quickly link all homeless youth to tailored and scaled housing and services.
